Watikah Pelantikan dan Penyerahan Tugas Majlis Perwakilan Kolej 13 or Thirteenth College Representative Council Appointment Ceremony and Assignment of Duties, is a ceremony organized by the Top 7 of 2020/2021 Thirteenth College Representative Council. This ceremony aims to appreciate the students involved in the College Representative Council. The students involved for the previous session will be given an appreciation for all the services contributed while for the next session, students will be held accountable with trust as members of the Thirteenth College Representative Council. The 2021/2022 session were carefully selected through board of appointment committee consisting of the principal, fellows, and the highest committee of 2020/2021 Thirteenth College Representative Council.

This program consisted of a speech by Wan Nurriduan Zulkarnain Wan Zainuddin, the former president of Thirteenth College Representative Council, speech by the Thirteenth College Head of Fellows, speech by the Thirteenth College Principal, video presentation of the programs as well as the appreciation for 2020/2021 Thirteenth College Representative Council, 2021/2022 Thirteenth College Representative Council session appointment ceremony, signature symbolic of “I Promise” by the 2021/2022 Thirteenth College Representative Council President, 2021/2022 Thirteenth College Representative Council oath-taking recitation, and perfected with a speech by the 2021/2022 Thirteenth College Representative Council President, Muhammad Syahmi Abd Karim.

This Thirteenth College Representative Council Appointment Ceremony and Assignment of Duties was executed on 15 August 2021 online on Thirteenth College Facebook Live. The ceremony began exactly at 8:30 pm accompanied by Mrs. Nur Sabrina Marzuki as the night's host, welcoming the presence of invited guests for the night of transformation and reformation of the Thirteenth College Representative Council leadership. The main content of the program consists of speech by the former President, speech by the Chief Fellow, Principal's speech, video shows of the programs as well as the appreciation for 2020/2021 Thirteenth College Representative Council, Thirteenth College Representative Council appointment ceremony and assignment of duties, symbolic of the “I Promise” signature from the current President, 2021/2022 Thirteenth College Representative Council oath-taking recitation and a speech by the 2021/2022 Thirteenth College Representative Council President. The ceremony was attended by a total of 365 spectators. There were also many positive responses and comments given by the audience who were satisfied with the smooth execution of the night. Finally, the program ended with the closing words of the ceremony host and the ceremony then dispersed.
